Jack Fulton Dies At 81. He Was a Childhood Friend Of Ron Maly, and Went On To Become Commissioner Of Public Safety for the State Of Iowa


Jack Fulton grew up in the Young's Hill area of Cedar Rapids, and was a standout athlete at Wilson High School there. Although he was older than Ron Maly, he occasionally shot baskts at the backboard Ron's dad nailed to a garage behind the Maly home on 18th Avenue Southwest. One day, Ron had a particularly good good day shooting 15-foot set shots, which caused Jack to say, "I'll bet you get four basketball letters at Wilson." That was nice of Jack to say, but Ron's basketball shooting ability didn't transfer to prowess in games. Jack and his older brother, Chuck, often took Ron to high school basketball and football games in Cedar Rapids, and Ron was forever grateful for that. Jack and Chuck's dad often included Ron in automobile trips he made to sports events in eastern Iowa. Ron was grateful for that, too. FULTON, Jack Merrick, age 81, of Richmond, Va., passed from this life peacefully, surrounded by family on Monday, May 13, 2013 at his home in the Fan district of Richmond. He was preceded in death by his wife, Joan Lee Fulton of Richmond; his brother, Chuck Fulton; and his parents, Alice and John Fulton of Cedar Rapids, Iowa

He is survived by his son, Otis Fulton and his wife, Chris Gennings Fulton; his grandchildren, Jack and Drew Fulton, all of Richmond; his brother, Bob Fulton of Cedar Rapids, Iowa; and his sister, Sue Ann Sickles of Des Moines, Iowa. Jack held a B.A. from Coe College, where he was inducted into its Sports Hall of Fame for baseball and basketball, and a law degree from the University of Iowa. He served three terms as county attorney in Linn County, Iowa, was the Commissioner of Public Safety for the state of Iowa, and the Director of Public Safety for the City of Richmond. He later went on to practice law, and founded the Richmond Association of Retired Employees (RARE), through which he advocated and litigated issues on the behalf of City of Richmond retirees. Finally, he spent years serving as a Guardian Ad Litem for children with the Richmond Juvenile Court. A graveside service will be held at 10 a.m. on Saturday, May 18, at Hollywood Cemetery in Richmond.
